- ➤ At a Dubuque meeting Tuesday night, David Cwiertny said risk-free water does not exist because many private wells exceed the nitrate limits—a study in six counties showed that 10% of wells are above safe levels. Allie White from Dubuque County Public Health said the county now uses state funds to help well owners test their water with free kits. The Gazette
