- ➤ Juan Ruiz, a 29-year-old California man, pled guilty in federal court in Cedar Rapids for distributing meth in Dubuque during 2021 and now faces up to life in prison with a minimum of 10 years without parole+ a $10-million fine and lifetime supervised release after officers found over 25 pounds of meth in his car in Colorado as he was heading to Dubuque.
